CDFIs and other organizations are supporting small businesses through technical assistance, fundraising, and financial support.

SURVEYS & DATA

Several surveys are in the field now to capture economic snapshots and get direct feedback on the business impacts of Operation Metro Surge activity.

  • For businesses across the state, the Federal Reserve Bank of Minneapolis has a survey out to learn how the current economy is affecting businesses. This survey should take about 7 minutes to complete. Take the survey here.
  • For businesses in Minneapolis, the City of Minneapolis has a survey out on the business impacts of federal immigration enforcement. The survey is available in English, Spanish, and Somali.
  • The Latino Economic Development Center is conducting a short survey to understand how current economic conditions are affecting small and medium-sized businesses. Take the survey here.
  • The Lake Street Council has a short survey on the impacts of federal immigration enforcement. Take the survey here.

The Minnesota CDFI Coalition and others are sharing data and impact estimates around economic harms from Operation Metro Surge.

  • As of June 2025, Minnesota CDFIs had $700M loans outstanding across business lending, housing, and community services – a potential 20% delinquency rate is a $140M hit to the capital portfolio.
  • GreaterMSP provided economic mapping along Twin Cities cultural corridors, which are a proxy for impacted communities and focus areas of CDFI lending. Across both cities, the corridors include 2,600+ businesses, 38,600+ workers, and $5.54 billion in annual sales. A 10 week window from mid-December to mid-February, at a conservative 20% loss, is an estimated $167M lost in Minneapolis, $46M lost in St. Paul, $213M across both cities.
  • The City of Minneapolis has provided preliminary economic impact assessments, with an estimated $203M impact in the city.

BUSINESS IMPACT OF ICE ACTIVITIES

The current actions and attacks on immigrant communities are anti-business, anti-Main Street, and anti-growth. Targeting communities that have high levels of entrepreneurship, that start new businesses and offer gainful employment is a losing strategy for America.
